Serious question. The dangers to health cannot be doubted so why not just make tobacco illegal as the best way of encouraging smoking cessation.

Because prohibition worked so well? Even today, up to 60% of cigarettes in NYC are smuggled due to excessive taxation. Banning tobacco would only result in the black market taking over.
